RLCCA Convention: March 13, 2010 in Santa Clara

What: Annual RLCCA Regular Convention

Who: All California Regular RLC Members whose dues are paid 30 days prior to Convention are entitled to delegate status. Interested members of the public are also invited to attend.

You are also invited to join us for our RLCCA evening gathering (with a cash bar) on Saturday evening from 9pm to 11pm in the Winchester Room at the Hyatt.

Convention Agenda (5pm Saturday):

  • Consideration of a resolution on “The Regulate, Control, and Tax Cannabis Act of 2010” (info below).
  • Elections for 7 seats on the Board of Directors
    • Nominations have closed! Appointed incumbents David LaTour, Eric Rall, Bob Van Cleef, Robert Vaughn, David Ewing and Ryan Magnon are running unopposed.
  • Consideration of 2 minor bylaws amendments:
    1. Amendment specifying the term of Alternate members of the Board (text below).
    2. Amendment changing the official abbreviation from RLC-CA to RLCCA (text below).
  • Discussion of local chaptering and websites
  • Discussion of campaigns for the county central committees
  • It is possible that other items will be added to the agenda. Updates will be posted here.

Nominations: As per the RLCCA bylaws, nominations for the Board of Directors seats close 14 days prior to convention. Please contact secretary@rlcca.org for details.

Resolution on the "The Regulate, Control, and Tax Cannabis Act of 2010"

The proposed text of the resolution is currently being prepared by the Board and will be available here at a later date.

The Act itself is a ballot proposition that should be on the ballot in the November 2010 general election. More info here: http://www.taxcannabis.org/

Proposed Bylaws Amendment 1 - Alternate members

Summary: The amendment removes ambiguity by explicitly specifying the term for Alternate members of the Board.

Proposed revision (new text in bold):

Article IV, Section 3 (alternate members): By default, Alternate members are non-voting members of the Board. However, an Alternate member may be designated by the Chairman as a voting member whenever a voting Board member is absent from any meeting or fails to participate in any electronic ballot. If a Regional Director is absent, the Chairman should give preference to an Alternate member from that Region. The term of all Alternate members shall expire at the beginning of each Regular Convention.

This amendment is proposed by the Board of Directors.

Proposed Bylaws Amendment 2 - Official abbreviation

Summary: The amendment changes the official abbreviation of the organization from “RLC-CA” to “RLCCA”.

Proposed revision (removed text struck through, new text in bold)

Article 1: Name: The name of this organization shall be the Republican Liberty Caucus of California, abbreviated as RLC-CA RLCCA, hereinafter referred to as the “Charter”. The organization is a recognized Chartered State Chapter of the national Republican Liberty Caucus, hereinafter referred to as “Caucus”.

This amendment is proposed by the Board of Directors.
