During a regular meeting of the Republican Party of Los Angeles (RPLAC) on May 14th, Robert Vaughn became Chairman of the RPLAC through a series of resignations. According to the RPLAC Bylaws, if the Chairman resigns, there is a process of succession.* On May 14th, when RPLAC Chairman Forsch and First Vice Chairman Gutierrez resigned, Second Vice Chairman Robert Vaughn became Chairman. The Republican Liberty Caucus of California stands, recognizes and congratulates Robert Vaughn for being the Chairman of the Republican Party of Los Angeles County.

Republican Liberty Caucus of California's Resolution Recognizing Republican Party of Los Angeles County Chairman Robert Vaughn  Whereas, the membership of the Republican Party of Los Angeles County (RPLAC) did not receive advance notice of the elections that occurred at the May 14th RPLAC full county meeting, and [RPLAC Bylaws, Article VI, Section 2b; Article VII, Section 4; Article VIII, Section 5b.(2).]
Whereas, the elections that occurred at the May 14th RPLAC meeting were not authorized by the RPLAC bylaws and are therefore invalid, and [RPLAC Bylaws, Article VI, Section 2b; Article VII, Section 4; Article VIII, Section 5b.(2).]
Whereas, it appears that RPLAC Chairman Forsch and RPLAC First Vice Chairman Gutierrez did resign at the May 14th meeting, and  Whereas, RPLAC Second Vice Chairman Robert Vaughn did not resign at the May 14th meeting, and  Whereas, according to the RPLAC bylaws, in the event of the resignation of the Chairman and First Vice Chairman, the holder of the office of Second Vice Chairman does become Chairman of the county party, and [RPLAC Bylaws, Article VIII, Section 5a.(1); Article VIII, Section 5b.(1)]  Whereas, Certified Professional Parliamentarian Nancy Sylvester has examined the RPLAC bylaws, the minutes of the May 14th meeting and an audio recording of the meeting, and has issued a professional opinion stating: "Robert Vaughn became Chairman. Robert Vaughn remains Chairman today." and  Whereas, many members of RPLAC from all across Los Angeles County are standing and recognizing Robert Vaughn as the new Chairman of RPLAC,  Therefore, be it resolved that we, the Board of Directors of the Republican Liberty Caucus of California recognize Robert Vaughn as Chairman of the Republican Party of Los Angeles in hopes that this matter will be speedily resolved.Â
 "The Republican Liberty Caucus of California (RLC-CA) urges Governor Schwarzenegger and the State Legislature to stand up for the traditional American principles of limited government, free enterprise and honest fiscal discipline," said Matt Heath, chairman of the Republican Liberty Caucus of California.  "The RLC-CA is pointing the way back to these traditional values by passing a resolution supporting sustainable spending and urging the Governor and California Legislature to reject any potential federal bailout."
California's current budget crisis is the result of years of irresponsible spending by the state legislature, combined with billions of dollars of bonds and other unfunded spending requirements mandated directly by California voters. Â Had California simply followed the 1979 "Gann" rule limiting increased spending to inflation plus population growth, California would be sending each taxpayer a refund check instead of facing a $24 billion dollar deficit.
"The California government must begin to live within its means, as millions of Californians are doing.  With double digit unemployment and a historically high home foreclosure rate, Californians are being forced to cut back their own spending.  It is high time that our state government act like the Bear Republic by reducing its spending to a sustainable level.  No new taxes!  No additional debt!  The state government must tighten its belt as millions of Californians are doing," concluded RLC-CA Chairman Matt Heath.                                                                       ###

Resolution in support of a Sustainable California
Whereas, California's current budget crisis is the result of more than a decade of irresponsible spending by the state legislature, and also the result of billions of dollars of bonds and other spending requirements approved directly by California voters; and
Whereas, California would have a multi-billion dollar budget surplus if the 1979 "Gann" rule limiting the growth of spending to inflation plus population growth had been respected; and
Whereas California is already one of the most taxed states in the nation; and
Whereas, it would be deeply unfair to the taxpayers of other states to send their tax dollars to bail out California, or to burden those other taxpayers with additional debt to finance a Federal bailout of California; and
Whereas, hand-waving and vague invocations of so-called "Keynesian economics" are no substitute for honest fiscal discipline; and
Whereas, it is inappropriate for the great State of California to become dependent on or addicted to injections of Federal taxpayer dollars; and
Whereas, Governor Schwarzenegger loudly foretold over $9 billion of "deep and painful cuts" if propositions 1A through 1E failed to pass in the May 19th special election; and
Whereas, the voters heard Governor Schwarzenegger loud and clear and responded by voting nearly 2 to 1 against propositions 1A through 1E; and
Whereas, Governor Schwarzenegger said, "I heard the message of the people loud and clear, and I'm sure that the legislative leaders and the legislators also heard the message loud and clear";
Therefore, BE IT RESOLVED that the Republican Liberty Caucus of California hereby urges Governor Schwarzenegger and the state legislature to neither seek nor accept any Federal bailout, but instead to address California's budget crisis by reducing government spending to a sustainable level.
Republican Liberty Caucus of California Recommends a NO Vote On Propositions 1A-1F, May 19th Special Election
NO on Prop 1-A: THE "RAINY DAY" BUDGET STABILIZATION FUND
This "budget deal" is a bailout for big spenders who will extract another $16 billion dollars in taxes and continue to increase state spending. It is not a "rainy day" fund at all. The California Legislature that has over taxed and spent will just have another slush fund to use at their will. It does nothing to restrain bloated deficits nor restrain tax and spend legislators.
NO on Proposition 1-B: EDUCATION FUNDING. PAYMENT PLAN
Mandates more deficit spending for an education system; that needs massive reform, not another $9.3 billion dollars in spending. Every increase in education spending, over many decades, by leaps and bounds, has only resulted in decreased student achievement. The legislature should be expanding charter schools, cutting bureaucrats, and allowing parents to choose among competitive public and private schools.
NO on Proposition 1-C: LOTTERY MODERNIZATION ACT
Lenders no longer trust the state of California to pay off its debts with reduced spending, so the legislature wants to promise its future income from gambling to bet that voters are suckers. The state legislators want to gamble in order to pay lenders so they can borrow and spend more.
NO on Proposition 1-D: CHILDREN'S SERVICES FUNDING
This shell game takes tobacco taxes revenue, that had been promised for early childhood development programs, to pay off its other general fund obligations. Not only does this allow the state legislator to hinder the voter initiative, it funds more bloated state bureaucracy.
NO on Proposition 1-E: MENTAL HEALTH FUNDING. TEMPORARY REALLOCATION
Another shell game that voids voter initiative preferences to pay for mandates that were imposed by the federal government. The state should be saying NO to federal mandates and handouts, of our tax dollars, by reforming its own MediCal program with tax-free medical savings plans.
NO on Proposition 1-F: ELECTED OFFICIALS' SALARIES. PREVENTS PAY INCREASES DURING BUDGET DEFICIT YEARS
This "feel good" proposition pretends to freeze legislator's salaries, but it does nothing of the sort. It pretends to be an incentive for responsible budget reductions, but it only guarantees more tax increases when legislators insist that they have to spend more. It does nothing to cut legislator salaries, nor those of the exploding state bureaucracy. This is a con game, to top off the shell games and slush funds of the other propositions.
Vote NO on all of these statist, bureaucratic games. NO on more borrowing and spending.
